Program Analyst - National Oceanic and Atmospheric Administration

The National Policy and Evaluation Division in NOAA's Office of Ocean and Coastal Resource Management is hiring two program analysts in full-time permanent positions to conduct evaluations of coastal management programs and national estuarine research reserves as required by Sections 312 and 315 of the Coastal Zone Management Act (CZMA). Major Duties Include: The position provides overall policy guidance related to the administration of the programs developed under the CZMA. This primarily includes conducting evaluations of state coastal zone management programs and national estuarine research reserves, which involves consultation with a variety of state, federal and local agencies. This position conducts activities to initiate a Section 312 program evaluation including: establishing a date for the site visit, reviewing previous findings and program progress reports, and conducting web research. The position works with the program office to develop topics and agendas for site visits while arranging any follow-up meetings, provides a site visit summary to OCRM leadership, and develops draft and final findings and recommendations documents. The position supports administration by making recommendations on how to improve the CZMA Section 312 evaluation process and assists with revisions to the CZMA program evaluation "considerations" that serve as guidance for conducting periodic program reviews.
